They do. I don’t know about legal requirements (if there are any), but as long as the rent is paid and the person concerned (teen) can take care of him/herself, I don’t see anyone opposing it.

Lot of students move to different cities than where their parents are to follow special training or enroll in HS with special programs. Some live in dormitories, other in private residences, share flats etc etc…

It’s often pictured in anime or drama (for some reason Hidamari Sketch comes to mind *fufufufu*)

Although sometimes parents can’t afford / don’t want their kids to move out and they end up ridding trains for hours everyday (saw kids boarding at 5 am to be at school at 8 and repeating it 5 times a week).

So yeah, Jurina living by herself in Tokyo isn’t that surprising. Especially since she isn’t left all alone there. She must have her manager and Yuasa looking after her.
